The debate in Nevada about background checks for gun sales has been reignited by stories written by RGJ colleague Martha Bellisle about a mentally ill 19 year old who bought a gun from an on duty Reno police sergeant.
First, he has to get there. Jones is up for re election. He only won by about 300 votes when he first ran in 2012. He has to run again because he was filling out the term of another legislator.

The bill would not have taken effect until October and the gun sale was earlier this month. Democrats point to a poll, sponsored by Mayors Against Illegal Guns and conducted by Douglas E. Schoen LLC, which showed 86 percent of Nevadans support background checks for all gun sales.
"If Justin brings the same bill, I'm going to vote against it," said Sen. Ben Kieckhefer , R Reno. "But if he wants to work on finding the middle ground I'm not anti background check. "When it comes to going to the polls, they are like money in the bank," Uithoven said.
There is no stronger single issue block of voters than those who want their Second Amendment rights protected, Uithoven said.
Republicans note those findings but add that many Nevadans are fiercely protective of the Second Amendment rights. Some see background checks as a step toward gun registration.
There are also issues with Jones re introducing the legislation in the 2015 Legislature.
"This incident shows exactly why Gov. Sandoval made a dangerous and life threatening mistake to veto SB221," said activist Teresa Crawford of ProgressNow Nevada. "This is exactly why we need legislation like this here in Nevada to keep guns out of the wrong hands. I hope now he understands why we need this legislation."
"The gun issue, if you look at public opinion, does break for Democrats," said Robert Uithoven, campaign manager for Jim Gibbons' successful run for governor in 2006. "But those who are pro gun are far more intense about their feelings. That's the problem for Democrats. You have broad support but it is not intense support."
Republicans like to point out that Nevada has an independent, libertarian tradition of gun ownership. We were part of the Wild West. If Democrats want to make the Sandoval gun bill a campaign issue, well, bring it.
Jones noted his bill would require that those records be transferred in five days.
"That's all fine and good to make promises about legislation that you will introduce but you first have to win re election and hope that Sandoval gets beat (in the governor's race)," Uithoven said. "And chances of that are slim to none."
Calling a special session to override Sandoval's veto is a non starter, they add. That would take two thirds of the Legislature to approve a special session and to override Sandoval's expected second veto of any related bill.
"I don't think it is going to be an issue that is like the point of the spear to take Sandoval out," said Eric Herzik, the chairman of the political science department at the University of Nevada, Reno, and a registered Republican.
Sen. Justin Jones, D Las Vegas, and the primary sponsor of the 2013 gun legislation, said he will introduce legislation in the 2015 Legislature that will differ from his 2013 bill in some aspects but will contain background checks for private gun sales.

Some also want to make Sandoval's veto of the gun bill at the heart of the Democratic platform in the gubernatorial race against him. We don't know if the candidate to be named later will agree. But not having a gubernatorial candidate yet does not diminish the zeal for those who will eventually campaign for that person.

"We have a great need to make sure our records are transmitted from our courts quicker to our Department of Public Safety," Jones said.
"The background check provision is really important," Jones said. "In this case, it is clear that if the seller had engaged in a background check and the records had been properly transferred to the Washoe Court, then the transfer would have not gone forward.
That is, of course, if nothing is done in Congress.
Sandoval's veto of Sen. Jones' gun bill may not be the campaign issue that Democrats hope it will be.
However, if Sandoval had signed the bill, it would not have necessarily stopped the sale involved in Bellisle's story.
If he survives and returns, he could face more difficult issues that he faced in 2013.
This issue has been smoldering since Gov. Brian Sandoval vetoed a bill push by Democrats that required background checks for gun sales between private parties after the 2013 Legislature ended in June.
"The point is that the issue is not going away and, hopefully, it will be front and center in the governor's race," said Sen. Tick Segerblom, D Las Vegas.
